I looked up the part number for the inner tub for an 80 series (11082872820) and 70 series washer (11023832100). They are both: W10389328.

However, correct me if I am wrong, but isn't the 70 series considered a 3.5 cu. ft. washer and the 80 series consider a 4.0 cu. ft. washer? Does this mean if I replace the inner tub we can wash more laundry at once?

What are the tell tail signs of a bad inner tub, or maybe a better question to ask is what reason do most people replace them? Also, has anyone put one of these inner tubs in a 70 series washer and what were your results?

The Kenmore series numbers do not correlate to any particular tub capacity. That depends on the individual model. Model and series are two different things, with "series" being a marketing gimmick and doesn't really tell you much about the washer.
