Compressor very hot to the touch. Mullen hot to touch. Compressor fan is spinning but slowly (I can stop with my finger) (Had to start fan by spinning blades)

Coils have been cleaned.

How hot should the mullen be? How hot should a compressor be?

Do you feel that replacing the fan might solve the problem? Is the fan bad or some controller.
