ice is on the drawer bottom and I don't understand why

I can remove it but its back again

Hi.

Most likely there is clogged and frozen condensation drain located under the evaporator behind the rear panel in the freezer.
Use the blow dryer, hot water and a lot of patience to clear the drain.
