The control panel does not function - none of the touch pads work - dead. How can I test the unit to determine if the control panel is dead or if something else is not working, such as the latch assembly?

You'll need a multimeter,

So you can test circuits, switches and voltages.

If you can access a meter or purchase one, it'll save you a lot more than the initial cost.

But, you're on the right track, check to make sure you have voltage to the dishwasher(behind the kickplate and lower access panel,in the junction box, then the door switches for power and a circuit.Then the control panel/key pad assembly, and control board.
