So odds are that it is either the compressor itself or the starter. Here is a site with info on how to check the compressor using a meter. Appliance Repair Guide: How To Fix a Refrigerator - ACME HOW TO.com If it fails the continuity or grounding check then you know for sure that the compressor is toast. If it passes the tests it still does not rule out a bad compressor as it may have a mechanical problem. Odds are the PTC starter is shot if the compressor checks out OK.
