The felt is coming out of my dryer and it is making a scrapping noise. Do i need to replace the felt? What is its purpose and how do i do this?

Inside the door jam at the top are screws that hold the top on. Take them out and the top will pull off. This will get you access to the inside of the machine and you can see what the problem is.
