Oven doesn't heat up

We have a GE Spectra electric range. The stovetop and clock/timer work fine but when the oven is turned on, the lower heating element does not get hot. The top one does. Is replacing the lower element the answer or could it be something else?

my top element is not heating up.fizzling.....how do i replace it
