If the timer is turned to the rinse cycle manualy after the dry cycle is done it will drain and dry.

Check/clean the drain system
Check/clean the pump
If both the above are OK then it could be the timer.

Yes, but what can happen is that through the cycle it does not drain out all the water so in builds up and after the last drain you see the accumulation.
