Parts or tests already tried: Removing water filter see if that was clogged or not put it correctly ( it didn’t change anything )

Like the title suggests, the flow of my refrigerator water dispenser is super low, it started a couple a months ago when it was barely noticeable to now I have to wait about two minutes to fill a regular cup.
So far I tried the easiest quick fix is to see if it does the same thing without the water filter inserted. I put the filter and nothing changed-the flow remained exactly the same(slow).
Any tips on what to do next would be highly appreciated. I checked two youtube videos and they were talking about the washer of the water filter being worn out or that the water line might be frozen-instructing to thaw out the line. I doubt it’s the second one because it is making ice without a problem.
