Tested Thermal Fuse - continuity

Tested Heating Element - continuity

Tested Thermal Cutoffs, bottom - continuity, top - no continuity

Ordered new Thermal Cutoffs.

Do I need to check Cycling Thermostat?
Had problem approximately 1 year ago with Thermal Cutoffs & Cycling Thermostat; replaced both.

Does not appear to be any blockage in exhaust.

The cycling thermostat would most likely not be the cause for this. If the thermal cut-off has failed then this would be the issue and would need to be replaced.
