First question, are both the inner and outer coils coming on? Are you having problems with the other elements? And finally, the infinite switch, is it the correct switch for the dual element? If neither coil is coming on, replace the element. If you are having problems with another element, it may be the voltage going to the range. If you did not use the correct infinite switch for a dual element, it will not cycle the element correctly. Some things to think about.
