When the dyer is turned on the half of the breaker trips

Main Symptom: Trips Breaker
What happens & when: When I turn on the dryer the leg that goes to the heating coil trips the breaker. The dryer continues to run with that half of the breaker tripped.

Error Code (if any):
Parts or tests already tried: Tested the heating element - has continuity not shorted out to the housing and tests at 13 ohms, high limit thermostat - has continuity, high limit thermal fuse in heater unit - has continuity, thermistor - tests at 13 ohms, high limit thermal fuse in blower assemble - has continuity, heater relay shows .74 volts when the dryer is running and calling for heat. I have put in a new motor, breaker and control board

Start at the terminal block and ensure all wires are intact, not burned, loose or damaged. Ensure you have the 240VAC at the terminal block, then check the heating circuit to determine what has shorted.
