Water not being preheated

For some reason the heating element is not coming on to preheat the water during the ‘hot start’ cycle. The heating element does come on for the ‘plate warming’ cycle. I thought it might be a thermostat issue but I don’t see a thermostat in the parts list for this model.

Any ideas?

dishes are starting to pile up…somebody out there’s got to have some troubleshooting ideas…please
