house has well water , pump went bad and was replaced a month ago. Dishwasher hoses and valves checked , no leaks, kinks, etc. The dishwasher simply is not getting sufficient water ; the soap stays in the soap dish and the dishes don’t get clean at all.
Someone suggested “water intake valve”, someone else suggested "solenoid ". Your best guess ?
There has been a lot of gunk in the strainers of faucets, toilets , shower heads from iron in water and disintegration of some pump part as it died over the last year.
Also this is a seasonal property which gets heavy use for 10 weeks of the year , no use for 6 months of the year and sporadic use the balance .

Could be they are both right, device is often called a solenoid valve.
Remove the valve from the unit and check the filter screen on the input side of the valve.
Shut the water off, get a shallow pan that will fit under the valve, loosen the input and let it drip/run into the pan, tighten when you have to emptyu the pan, etc etc etc. This will reduce the amount of water that ends up on the floor.
From your description odds are high that it needs cleaning. Do not remove it as it is there to keep crud out of the valve which would hold the valve open and cause a flood.
I would also drain some water from the hot water tank to get rid of crud sitting on the bottom.
