The spray arms on my dishwasher do not spin, the water comes out, but not strong enough to spin the arms. What is causing this?

The model number is FDB2410LDC2. It is doing everything the way it is supposed to except spinning the arms. Not sure what the problem is.
Remove the bottom screens and filters and clean them.
Pour one gallon of regular white vinegar into the dishwasher and let it sit there for 24 hours. Start the Normal cycle and run it though.
Post the results.

The white vinegar dissolves all hard water deposits.
