Samung 4 door fridge only freezing on 1 side

Main Symptom: only 1 side of the 2 freezer sections is freezing
What happens & when: this fridge has 4 compartments. 2 on the top are just refrigeration. There are 2 sections on the bottom. 1 on the left is dedicated freezing and the 1 on the right can be used as fridge or freezer space. The dedicated Freezer space is not freezing and the temp wont go below 45 degrees. All of the 3 other spaces are working as expected. Is this a damper motor issue?
