What happens & when: When using the large 3 ring burner on low, it gets too hot, uncontrollable. When the range is cool, the “Hot Surface” light stays on.

It sounds like there are two issues going on. The temperature issue would be a failure in the infinite switch not regulating properly. However, the hot surface indicator light would be a failure with the element.
