Old Maytag Model A282 has slow/strained agitation but spins great. What would cause this?

Model Number: Model A282, new in 1993
Main Symptom: Slow/strained agitation but spins great.
What happens & when: Agitation is delayed 10-15 seconds at start and then has slow/strained agitation through cycle but spins great. What would cause this?

Error Code (if any): None
Parts or tests already tried: None, belts are very worn.

I forgot to add that the transmission is a Helical Transmission.

If you remove the drive belt and rotate the motor pulley counterclockwise when looking at it from the bottom, does the pulley rotate freely?
