Monogram Dishwasher not heating not cleaning ZDT870SPF7SS

Main Symptom: not cleaning and water not getting hot
What happens & when: dishes are not coming clean and even a little butter in a butter dish is still there after a cycle so it’s not getting hot

Error Code (if any):16, 48, 49, 80
Parts or tests already: I put in a new turbidity sensors and still not working. I took out the sensor and tested the outer pins for impedance. It read open. I went to the parts store and checked the other sensors and all tested open. I ordered a part from GE and it tested open. When I put the new part direct from GE in, it threw 48/49 for the first time. I understand that the turbidity sensor has a thermistor in it so the codes lead me to believe the sensors is bad. If I’m testing it wrong or the sensor is good I would move to the wiring harness and then main board. I need help to ensure I’m testing this correctly.

According to the manufacturer this model’s turbidity sensor does not have the thermistor built into it, they built it into the flood switch assembly WD21X10519 instead. From the service manual it doesn’t look like you can test the turbidity sensor this way.
