Lower spray unit reassembly

Undid the center nut and removed the lower spinner to check it out, when I put it back it seems loose and floppy. Is this normal?
Should the split white plastic collar that circles the center shaft and on which the spinner rides have its wide surface facing up or down?

Looks like lip on the bottom.

Thank you thats much better. Just viewed the spray arm part as you suggested. I think I see where the problem is . The upper washer (4) which fits under the screw nut, on my machine is missing the lip shown on the diagram, I assume it must have worn off
