Kitchenaid DW: loose crimped wire connection or in-line fuse?

Hello. My Kitchenaid dishwaher (Model #kdfe204kps) suddenly stopped working. No power to console, but circuit breaker in house panel was fine. I took apart the front door panel and (using no-contact voltage tester) found the black wire from bottom was live until it passed through this clear-plastic coated sheath (which looks maybe like it’s been dirtied by arcing?) where there was something solid-feeling inside. When I pushed it around a little, I saw a tiny spark within the clear plastic sheath and power was restored to the panel. I can’t tell if this is a crimped connection (which is easy for me to replace) or some type of in-line fuse. If a fuse, it would be a weird place for one.

Thank you. Would you happen to know if what I’m pointing to is a typical dishwasher fuse? I’m used to appliance fuses (stoves, clothes dryers) being more accessible and removable
