Kenmore washer does not do wash part of cycles, but does do rinse part of cycles

What happens & when: All wash part of all cycles do not work, all rinse parts of all cycles all work, also presoak cycle works

Error Code (if any): none
Parts or tests already tried: water supply is good, filters are clean, electric is good. Went through all parts of all cycles.

That sounds like the contacts in the timer WP3951769 are not closing properly at that portion of cycles.
