Kenmore Series 400 Dryer, Timer advances in only one setting. Never turns off on its own

Main Symptom: The timer only moves in the “Timed Dry” section of the dial. Never enters the Off area. Never shuts off automatically. I have to turn dial to off or open door.
What happens & when:


I almost always dry clothes in the Knit/Delicate more dry setting. Initially I noticed dryer was not drying fully and dryer not as hot. Cleaned duct. Still not heating. When moved dial to “normal dry” in Knit/Delicate and it heated great. Then noticed dial was not advancing. It would run until I made it stop by moving dial to off or opening the door. Replaced all parts found in the “Dryer Thermal Cut off Kit” Order #17013948. Did not solve the problem. Replaced timer with model M460-G order # 17021936. Still not working.
Currently the timer does not advance in any of the knit/delicate/auto dry/permanent press options. It also does not advance in the Air Dry section with numbers.
The timer only advances in the Timed Dry area with the numbers. It will advance to the end of the blue area. It never enters the white “off” area. The dryer does stop if I manually move the knob to off. It will also stop if the door is opened.
What else can I try? Thanks. I really want to keep this dryer.

This could possibly be an issue with the orange wire running from the hi-limit thermostat to the timer. Even though the timer does not advance, does the dryer heat properly now? Also, would it be possible to provide a picture of the wire connections at the timer as well as at the hi-limit, this would help identify if there might be an issue with the terminal connections. Along with that, the heating element can be tested for continuity to ground while the dryer is unplugged to identify if a grounded out heating element might be causing this issue.
