Kenmore (Frigidaire) over-Fills with Water while off

Our dishwasher filled with water while it was in an off cycle, and overfilled ruining hardwood and carpet. The water is clean, it is NOT backing up from the drain. This happened at our weekend home, when we left we ran the dishwasher and even hit the drain cycle to insure it was empty. The water supply to the house was OFF (I turned on the faucet at the sink and no water so the lines had no pressure), but power to the dishwasher was on. Because the water was off, the water in the dishwasher would have had to come from what remained in the pipes and the water heater. I would estimate in the 9 days we were gone we had almost 10 gallons of water as the dishwasher was still full, we extracted 2-3 gallons from the carpeting, there was 2-3 more gallons that collected on a tarp in the garage below (thank goodness the room below was not finished!!), and of course water everywhere else. What would cause the dishwasher to pull this water given the situation described?

It is not possible for water without a pressure in the line (might be very low) to move through pipes. That means the hot water shut off valve was steel open a little bit. I would call a plumber to check it.

It is also possible the dishwasher water valve was stuck open.
