I have a Kenmore washer, top loader. The shaft bearing went out. To replace it you have to replace the outter drum which includes the shaft and bearing. While I had it apart I noticed water had collected in the inner drum, there is not any drains on it ( because of the bearing going out water must have seaped into the drum. I was thinking I would drill a hole in the drum and drain it out and then reseal the drum.

NO, STOP, Don’t do it.
The water you hear is the solution in the plastic tub ring in the front of the tub.
That is normal, it’s designed to operate as a balance system, to help keep the tub balanced in the spin cycle. Don’t try and remove it.
