Main Symptom: Steaming rather than washing dishes
What happens & when: If you open it up during the cycle, there is water in the bottom but the rest of the machine is still dirty as are the dishes. It looks like there is just condensation on the dishes. We have cleaned the arms on the bottom as well as filters.
Error Code (if any): E4, F9, E1 , F6
Parts or tests already tried: Cleaned the whole lower arm sprayer assembly.

Does the dishwasher sound like it is trying to circulate the water or is it completely silent during the washing phase?
It is making noise, it sounds like there is water, and the motor is going. The only way I know there is an issue is that the glasses have condensation on them and are not clean. During the cycle, there is water in the bottom as well and it drains fine.
It sounds like there is either an issue with the impeller or an issue with the armature in the motor. The motor can be removed from the sump to inspect the impeller for any damage. If it is damaged, replacing the impeller should do the trick. If the impeller is not damaged, replacing the motor would likely solve the issue. The motor should be held onto the impeller housing by a few bolts.
