How does damper cover DE71-60051B go into Damper assembly DE72-40022A? For Samsung ME18H704SFS Range hood Microwave

Main Symptom: Installing Damper Cover in Damper assembly
What happens & when:

Error Code (if any):
Parts or tests already tried: Whan I try to insert it into the holes that are pre-drilled in the damper assembly there are 4 tabs that interfere with the damper operation. See pictures. If I try to mount above the tabs the holes do not line up. If I mount below the tabs the damper will close when the fan is on defeating the purpoe.

How does this go on? Do I have to drill new holes?
