GE ZISB480DMA Chill Drawer 25 degrees warmer than set temp

Main Symptom: Chill drawer too warm
What happens & when: Temp reads 50-60 degrees not matter what the drawer temp is set too. Rest of frig and freezer at correct temp. When pressing the quick chill feature, the lower damper to freezer opens, fan on Frig air handler assembly blows (WR31X10017) but air is warm. Trying to figure out what to replace. Defroster Heater (WR51X10138), Thermostat (WR55X10025) or is there another Air Damper Assembly (WR60X10116) that I am not seeing.

Error Code (if any):
Parts or tests already tried: I initinally replaced the Evaporator Fan motor (WR60X10185) thinking that was the problem.

There are two dampers leading to the drawer from the freezer. The lower one is for air coming into the drawer section from the freezer, and the upper one is the return vent to allow the air to circulate back into the freezer. If the return damper is closed, the air will not be able to circulate, which will cause the drawer to remain warm. Are you able to see if both damper doors open when the quick chill feature is activated?

I can not view the upper damper as have not removed the upper assembly so could see it. I believe I can hear it opening when activating the quick chill. I replaced that damper about 6 years ago. I was wondering about the lower but perhaps the upper has gone bad again. My only thought on why both are good is test the temp in both freezer and refrigerator, the temps are good according to the display and test thermometer used between bags in freezer and in a cup of water left over night in refrigerator. The chill drawer was the item running warm. Guess I should plan on taking the upper assembly out this weekend to vissually check the damper. Appreciate your help.
