GE Oven JBS03 V5WH, Preheat not working

Main Symptom: Preheat not working
What happens & when: If i set the temp to 400 the top element turns red and the bottom element get hot enough you can not touch. I replaced the thermostat because it would heat up and not turn off the element , and kept heating up burning what dish that is in the oven.

Error Code (if any):
Parts or tests already tried: Replaced the thermostat

If the oven is getting too hot then this will be a faulty control board that has a relay that is stuck closed and the control board would need to be replaced.
