More than likely, the igniter is too weak and is not drawing enough amps to open the safety valve. If a meter is available, an easy check is to access the safety valve, set the meter to Volts AC, and test from the broil igniter wire connecting to the safety valve to the wire on the terminal next to it. Does the voltage reading show between 3.2 to 3.6 Volts AC or is there a different reading? If the voltage is less than 3.2 to 3.6 Volts AC, the igniter has failed.
