Based on your description, I don’t think this is a main control board problem.
The fact that:
The cycle selector dial works normally.
The Start/Pause button works.
Only the touch buttons (Water Temp, Soil, Spin, Time, etc.) do not respond.
The display occasionally flickers or “hiccups” before returning to normal.
…strongly points toward a failing user interface (UI) control panel/touchpad assembly (GE WH22X31618 Washer Main Control Board | Genuine OEM Part ) or a poor connection between the UI and the main control board rather than the main control itself. The intermittent display flicker is another clue that the user interface is losing communication or power.
Before replacing any parts, I’d recommend a few quick checks:
Perform a hard reset
Unplug the washer or turn the breaker off for 5-10 minutes.
Restore power and see if the touch buttons return.
Inspect the user interface connections
Unplug the washer.
Remove the rear console cover.
Locate the ribbon cable and wiring harness between the user interface and the main control board.
Disconnect and reconnect each connector several times to clean the contacts.
Look carefully for corrosion, moisture, or partially backed-out terminals.
Inspect the user interface board
Look for signs of moisture damage, corrosion, or burnt components.
Since this model has a touch-sensitive control panel, even a small amount of detergent residue or moisture can cause the touch keys to stop responding intermittently.
If all of the connections look good and the symptom remains the same, I would suspect the user interface/control panel assembly before replacing the main control board. The fact that the rotary encoder and Start button continue to function indicates the washer is still processing commands, but the touchpad section is no longer reliably sending inputs.

Do none of the soft-touch buttons respond, or are there just a few specific buttons that don’t work while the others do?
Those are the physical buttons but the actual control is on the main board. I suspect that the board was bad due to the display being on the board and you stating that the display would sometimes glitch.
