GE Fridge/Freezer not cooling down

Parts or tests already tried: Replaced circuit board

We are having cooling issues with a GE Fridge.
This unit is not cooling down at all.
I called into support earlier and she said I need to contact you this way.

The owner of the house replaced the board, (I am the house sitter) as they thought the board had gone out.

  1. So here we are with a new board, that has 120V power in, and it has a green light.
  2. The compressor has a slight vibration so I assume it is running.
  3. The fan in the lower right (rear) of the unit is running.
  4. There is air (not cold) blowing out the 2 vents that go into the ice maker area.
  5. There does not seem to be any air blowing around inside the fridge or the freezer. Which was the problem initially, when the board was replaced.
  6. I have installed two thermostats so I can monitor the temperature tomorrow AM

Please send me next steps to diagnose this issue. I am very competent with using meters and taking readings. Your assistance is appreciated.

If the compressor is running but the unit is not cooling then this will be a sealed system issue that would require service.
