GE fridge - freezer not cold at all and icemaker not working

Main Symptom: Freezer and ice maker not working.
What happens & when: person tried to clean off condenser coils, very filthy. Fan in freezer still runs, condenser motor still running. They did defrost it but freezer never got cold enough from frost to be an issue, so wondering if this could be bad compressor or coils? This has been an issue for a few days before it came to a head.

Is there an even frost coating across the entire evaporator, or does it have a partial frost pattern? If a picture of the evaporator could be provided, it could help to see what might be going on.
