GE dual cooktop burner. Ony small burner works. Large burner does not

What happens & when: Intermittant or does not turn on.

E have a GE stove model # JB655EK4ES. I have a problem with the large heating element. It is a dual element. The smaller element works okay. But the the large burner is selected, it is intermittant or does not heat up at all. I changed the infinite switch with part # WB24X25013 and also replace dual burner with part # WB30T10130. Problem still exists. Small burner works, but larger burner not working. What do you think I need to do? Could another part need to be changed? Please advise. Thank you

This stove has two dual burners. Both have the same problem. I even swapped the switches. Problem still exists for both burners. Only small burner works, but larger burner does not
