GE Dryer - Not hot enough

I have a GE DRSR483 that isn’t getting hot enough on high heat. It’s almost as if the high heat setting is running like it’s set for one of the lower heat levels. I took it apart and checked the heater and it’s good and the high-med-low heat switch seems to ohm out per the diagram and the timer seems to be running fine. I cleaned all of the ducting and airflow out of the duct seems fine.

When it is running on high heat, I can see both elements glowing as the dryer runs. I’m stumped, but am thinking it may be one of the little normally closed relays in the heat level circuit, but don’t know how to test it short of removing the relays and testing them on the bench.

Are there any quick and dirty diagnostics I can perform to find out if it’s a relay? – or for that matter, any other ideas what might be causing the problem?

Strangely enough, it appears to be working since I put the covers back on and screwed everything down – so now the mystery thickens.
