Frigidaire FPET3085KFB wall oven - top oven bake element not heating

Main Symptom: upper oven bake element not heating, preheat doesn’t function
What happens & when: The upper oven control seems fine, display shows bake element cycling but it is not. You can hear relay ‘click’ when bake element is displayed ‘on’. The broil element is working. Bottom oven is ok. Replaced temp sensor but it did not change symptoms. How do I troubleshoot bake element vs relay control board without removal of the oven from the wall?

You can’t, the oven will have to be removed for testing, at least partially. You may be able to get the console and UI out of the way to get to the control board, but that may not give you enough room.

Can you point me to any instruction on how to perform the testing?

Here’s the tech data sheet(document 1) and the wiring diagram(document 2). I’d try checking the continuity/resistance value of the upper bake element circuit from the yellow wire on P9 to the brown wire on P1. Make sure you disconnect power at the breaker before trying this.
