What happens & when: Double Wall Oven, Top Oven goes into self clean mode, door locks but doesn’t heat enough to clean. Bottom oven cleans fine.

When the upper oven is in self clean, is it getting the temperature up to 800-900 degrees?
no it doesn’t up to temp.the boiler and oven elements seem fine and the door locks
If the upper and lower oven sensors are switched, does the problem stay in the same oven cavity or does the problem move with the oven sensor change? Also, does the oven maintain the temperature it does reach? This can help identify if the oven sensor is failing at high temperatures or if there is a control issue.
