dishwasher will not fill with water. should there be continuity between the two
terminals on the solenoid? If so how much.

Any reasonable reading is good but it does not mean that the water valve itself is good. It has a screen inside which can be blocked with hard water deposits. Check for 120 VAC to the water inlet valve while the control calls for water. If the voltage is correct, replace the water inlet valve.
