DISHES NOT CLEANED. WASHER ARM SEEMS NOT TO BE ROTATING UNDER WATER PRESSURE. SPINS FREELY BY HAND. Seals at base of arms look like they may have deterioriated; but I have no way of verifying this.

There is a screen under the lower spray arm. Most likely the screen is blocked, causing insufficient water pressure. Remove the screen and clean it.
