Dish washer will not spin

UP till 2 weeks ago my dish washer ran fine.Then the termal fuse went out.So i traced that down casue it would not even come on.Found it and replace it.All was good till it came to the drain cycle.It will turn one way to was like normal and everything but when it has to turn the other way to drain the water out it just want turn.You can hear it humming and fell it motor vibrator for a second then it stops and does nothing.You can here what sound like a relay in teh door trip.The motor spins freely in both directoins by hand.I kow this cause I tripped the latch swith and turned it on and then let it spry to wash and then let it fill and did it again to watch it try to drain. It runs through all the cycles and once its done the clean light is on.But there is still standing water in the bottom right up to the float switch which cuts the water flow off once the drum is full.I have gone through all the drain lines.theres nothing stuck in bottom.I took all the bottom a part to make sure theirs nothing in it.I am pretty sure it a relay the makes it reserse for it to drain.Just not sure which one it is.

Since the motor turns easily in both directions and the drains are clear, it sounds like the motor is toast.

You could remove power from the unit and check the drain winding with a meter.
Note: That this is not a definitive test but if the drain winding is open then the motor is toast. If it measures OK the motor may still be toast.

You could then measure the drain winding voltage if you get 120 volts when you should and the motor does not turn, it is toast.
