Can I use DA61-14306A drain clip in conjunction with the installed DA61-03644A heater plate in my Samsung RF261BEAESR/AA-04 fridge to stop water in bottom and ice buildup at back of fridge?

You would not need to use the drain clip in conjunction with the heater plate.

I realize it isn’t required but the standard heater plate is small and I have read that putting in a longer drain clip can lessen the ice buildup. So I was wondering if I just take out the hearer plate and put in the drain clip or if I put the drain clip in as well as the heater plate.
