Can I safely replace the interlock assembly on a Whirlpool WML 75011HZ low profile microwave by removing the control board while the microwave is still mounted, or should I take it down so that I can discharge the capacitor?

In other words, could I inadvertently contact any high voltage components by accessing the interlock assembly through the control board opening? Seems like the risk would actually be greater when the cabinet is removed and the high voltage components are exposed.

That is how most appliance techs do it. Unplug it, leave it hanging, remove the grill, and then the control board. From there, you should be able to access the interlock switches
