Bottom oven wont heat up. Has power. Elements seem to have continuity

It is better to ohm out the element. Continuity can fool you sometimes. I have had it happen. It should ohm out at 16-20 ohms. If the element is good and the broil element works, the control is bad. If the broil element does not work, it may be the cavity thermostat located on the back of the oven that is open and killing power to both elements.

both elements ohm at 18-22. and both broiler/lower element do not get hot. I have power to the console. I press start and can hear a click but then nothkng happens. Temp does not increase

That sounds like the thermal fuse is open. It is unlikely that both elements went out at the same time. You will have to pull the oven out to check and replace it. WB24T10060 Oven Thermal Fuse | Genuine Ge OEM In Stock, you can check it for continuity.
