Water fill time - Cloudy & Residue on glasses and dishes

Problem: glassware comes out cloudy, Dishes and utinsels have residue
Observations: water fill cycle ends (approximately 100 seconds) before water level switch trips - verified by cancelling wash cycle (press cancel twice) and restarting cycle.
Question: Should the water fill to the required level within 100 seconds? If so, this would point to a poor fill flow rate (plugged screen, poor water pressure, partial water valve failure) if not, then I suspect the problem to be the cycle timing in the control module is off (bad control module?)
Update: Redirected water from dishwasher tub to pail marked fill line at 100 seconds. Then disconnected water supply line (turned valve under sink off first) and measured flow into pail from supply line. the pail was filled to same level in approximately 20 seconds - conclusion is that supply flow rate is acceptable. Bit the bullet ($40) and replaced with a new water inlet valve (includes new screen in the valve) on the dishwasher and retested - fill level took 100 seconds (same flow rate as old valve). The conclusion is it is not the water valve :-( The control module is the suspect.
New Questions: Did I miss anything in my diagnosis?
Is there anything I can do short of replacing the control module to extend the fill time?

What is the residue? Do the dishes clean OK other than the the cludy and residue? water fill cycle ends (approximately 100 seconds) before water level switch trips On most units the level switch is just a safety device to stop a flood, if the prior cycle does not pump out correctly or the timer hangs up on the fill cycle. Is there anything I can do short of replacing the control module to extend the fill time? I do not think this is your problem. Most units fill to just under the heating element though some do fill to just over it. Has it always done this or is it something new? Has anything changed in the house plumbing re: new water softener etc. Have you drained some water out of your hat water tank lately? Minerals and crud can collect in the bottom of the tank.
