The machine runs through the cycle Ok but won't spin or rotate.

I've checked through the data sheet with the machine and the speed control seems all OK, with one exception:

Step 4 check the voltages between pins 1,2,6 & 10 on the 10-pin plug and pin 5 on the 6-pin plug. It should be 0v, 120v, 120v, 120v. I get 120v, 0v, 120v, 120v. i.e. pin 1 and 2 are reversed. Checked the timer and it seems correct: contacts 1,5 & 7 closed; contact 2 open.

Checked the fuse on the speed control board - seems Ok
Checked the resistances on the speed control board – seem within range.
Checked the resistances on the motor - seem correct.

Checked voltage at motor plug - 210v between ground and pin 1 (machine switch heavy wash on)

I assumed that, because I have voltage at the motor - but it doesn't run. that it's a faulty motor - but why do I get 210v reading not 110v??
