ice maker not working but dispenses water

I have tested the resistance for each of the of the 3 water valves and all have high resistance. Since the water in the door is working normally,is it more probable that every valve is bad or that I took bad measurements?

Also, I poured some water directly into the icemaker assembly and it made ice but did not pop it out of the assembly and into the bin. Ideas?
