Yes "1 . " can be infinity. If that is what it reads when in ohms and the leads are not touching.
On the heater resistance short the leads together to see if the meter has an offset.
If you determine that the reading is true remove the heater and check the coils. It may have broken or sagged and is shorting out coil to coil. |

Ok...the thermal cutoff fuse...... On a hunch (and because it was easy to do and I could see it would 'test it'), I built a 'jumper' for that fuse. Instantly the heater started working....
So....next issue? (I'll re-read what you previously posted and check that too...)

Just read your last post...
Ok...so the 'jumper' got the heater working. Obviously that thermal cut off fuse is bad. And if I'm correct, then I read into what you previously wrote as: "It likely WENT bad because of another issue....." Correct???

ps....just re-read your post of 'check this/that'....pulled the heater. I did see a coil which was precariously close to the middle metal 'separator' (this heater has two sides of coils, separated by a metal plate..all the coils 'suspended' above that plate and held away from the sides...carefully). One of those coils was 'close'...so close...that it could have been touching, or easily moved against the separator by air flow. I 'pulled' it back...... Ordered that part...will install and see what happens then.
Either way...this site just became one of my 'champs' for troubleshooting!
