Tried the troubleshooting, Heat-Air, Heat-Air Dry, button pressing and all the panel lights came on and none were blinking. This tells me the switches are not stuck. Closed the door and got code 88 followed by brief operation of washer through all sequences, fill, soap dump, wash, sensing soak light on and motor was emptying tub. After this programed a wash and dry cycle, closed the door, hit on and a few minutes later the lights go out. Seems to tell me the timer relays are ok and it seems like the control board is Ok but I don't know. There is light corrosion inside the ribbon cable electrical traces that connects the front panel "On switch" to the control board. All other ribbon cables are ok. I have read that corrosion in the ribbon cable is not uncommmon but could not find out what happens. Any clues?

Thanks to Denman for posting the tech sheet for this dishwasher. After performing the short cycle troubleshooting it became obvious that the control board was functioning fine. As mentioned earlier, there was visible corrosion in the ribbon cables and after replacing the control panel the unit fired right up. During my early troubleshooting, I disconnected the power cables on the control board and reconnected then when they were hot. By shocking the board with 120vac power the washer would work once then I'd need to shock it again. I thought it was the voltage regulator or a diode but now it is apparent that the shock was able to drive current through the high resistance of the corroded ribbon trace and over power the failed on switch on the control panel. Thanks again for saving me the cost of a board.
