Hi-
I have a GE GBS22KBSAWW (23 cu ft - bottom freezer) that has to have both of the controls set at max ( 9 and 9 ) just to be within cooling specs for the fridge and freezer (38 and 0 respectively)
History- At 1 year GE service replaced the motherboard due to the motherboard "recall". Symptoms, refrigerator was running continuously and would only maintain 40 degrees. I figured out that the condensor fan was not running, so I used a small house fan to cool the condensor and compressor until GE came out. Once the motherboard was replaced the frige was back to normal (set at 6 and 6) the fridge was between 36 and 38 degrees based on a remote themometer.
Forward two more years and all of a sudden the temp is 40 degrees in the fridge. I had GE service come out and everything checked out fine per his laptop diagnostics. One concern was the computer was telling him it was 32 degress in the fridge, yet 2 themomters in the fridge were reading 39 degrees. He checked the thermistors with an ohmeter and they were in spec...so no repairs done.
So I bumped the controls to 7 and 7 and for a month, things seemed ok, it was hovering around 37 degrees.
Then several weeks ago, we were back to the 40 degrees. So I turned the unit to max on the fridge and freezer ( 9 and 9) just to get the fridge at 38 and the freezer to 0. Then I replaced the following parts - motherboard, fridge and freezer thermistors and temp contol encoder board. Nothing changed!
I have checked the evaporator and it had a nice even, very light frost over the entire assembly. The defrost is working, the evaporator fan is runnning (although I do not know if it is running during the entire compressor cycle), air is being blown into the freezer and fridge sections. Unit runs for about 1/2 hour and shuts off. Temp moves very little...
So this is where I need the experts help, as I have replaced all the things that I thought would allow the refridgerator to maintain temps per factory spec and not having to barely make it by using the max settings.
I am lost on this one - any help is appreciated!

Additional information-
Dusted off the condensor coils this morning, they were barely dusty, compressor housing is very hot to the touch, condensor fan is running.
Buttoned it back up.

Update -
With the temp contols set at 9 and 9 (max cool). The freezer is at only 0 degrees and the fridge is at 38 degrees.
Shouldn't I expect these temps at around the mid point settings?
