Water dispenser not working, filter is new

Ice maker is working, left door open to see if line was frozen, doesn't seem to be.

did notice a white plastic needlr piece on overflow tray.

How would I remove the face plate to gain acces to the control parts. Sides of plate allow a putty knife or similar access. Top and bottom must have the snap locks. I would prefer not to snap whatever locking pieces are on the plate.

Seems to be very little play when attempting to slide up from the bottom.
